The fourth grade boys are the victims of an April Fools joke.
Someone played an April Fools joke on the boys and it didn’t go over well. Butters is incapacitated, Cartman is furious and the rest of the boys are afraid someone might do it again.

The scamps situation was a parody of the first April Fool's joke from 1998.
Season 1 ended with a cliff-hanger episode about who was Cartman's mom. Season 2 began on April 1st. Matt & Trey, thought it would funny to air an episode as a joke, showing what an episode all about farting, since the critics were saying that was South Park. Plus, they didn't intend on having another episode to reveal who or what was Cartman's mom. Some fans were so pissed they threatened Comedy Central, so the execs, made Matt & Trey make an episode answering who was Cartman's mom.
